China has sent its maritime law enforcement through the waters of the Diaoyu islands and unmanned aerial vehicles past remote Japanese territory as Beijing ramps up strains over the Japan's leader's remarks regarding Taiwan.

Patrol Operations

On Sunday, the Chinese coast guard stated that its vessels carried out a “rights enforcement patrol” through the territorial seas of the Senkaku, which are under the control of Japan but also asserted as territory by Beijing.

“China coast guard vessel 1307 formation conducted patrols within the territorial waters of the Diaoyu islands. This was a legitimate rights enforcement activity conducted by the Chinese maritime authorities to protect its sovereign claims,” the statement said.

Diplomatic Spat

Beijing and Tokyo have repeatedly faced off around the islands but the recent developments come amid an intensifying diplomatic spat after the Japanese prime minister, the Japanese official, told parliament that if Beijing assaults the self-governing island of Taiwan it might provoke a armed reaction from Japan.

That sparked an angry response from Beijing, which has signalled it expects a retraction from Takaichi.

Island's Stance

China claims the island as its sovereign land and intends to annex it under what it terms “reunification”. It has left open the use of force. The island's administration and citizens categorically refuse the prospect of Chinese rule – choosing to preserve the status quo without formally announcing independence, but vowing to defend themselves if required.

An attack or invasion by Beijing would risk escalating into a regional or global conflict, potentially involving the US and other partner nations including Japan, which has land just 68 miles from the island.

Military Activity

On the island, the defence ministry reported this weekend that it had detected 30 Chinese military aircraft, seven navy ships and one government vessel, which was probably the maritime patrol, operating around the territory over the previous day.

Official charts released showed up to three drones operating near the island and the Japanese islands off its northeastern shoreline, appearing to go particularly close to Yonaguni. PLA movements there are not rare, but uncommon, and Beijing's defense operations in the island's ADIZ generally has been low in recent weeks.

Late on Saturday, the ministry said China had been conducting another “combined military exercise” to “test our defensive capabilities”. It added the island had sent its own aircraft and ships to monitor the situation. The island reports such Chinese patrols a few times monthly as part of what Taipei says is an continuous strategic pressure.

Political Strain

Tokyo has been experiencing increased strain from China since the Japanese official made her comments, with China’s consul general in the Japanese city triggering an official complaint from Tokyo by stating that “the dirty head that sticks itself out must be cut off”.

Beijing then called in Japan's diplomat for the first time in more than two years, and Beijing's military authorities declared that any Tokyo's involvement would be certain to collapse.

Travel and Education Advisory

Late last week, China cautioned its citizens against travelling to Japan, leading Japan to request China to take “suitable actions”, though it provided no details.

Multiple carriers from China announced this weekend that flights to Tokyo could be cancelled without penalty.

Adding to the tensions, Beijing's administration on the weekend urged its citizens to “carefully reconsider” studying in Japan, citing what it characterized as an unstable security environment.

While the advice does not amount to a ban, a dramatic reduction in the number of Chinese students could have a negative impact on academic institutions in Japan. A record 336,708 foreign nationals were enrolled in Japanese schools last year, according to education statistics. They featured over 123,000 learners from China – by far the single biggest group.

Official Commentary

Late on Saturday, a Chinese state media editorial charged the Japanese official with performing a political stunt that was “both reckless and fundamentally flawed”.

“A clash between Tokyo and Beijing would not be a small-scale encounter; it would likely draw in other powers, including the US, and could quickly spiral into a major confrontation with severe repercussions.”

Strategic Positions

The administration in Taipei says the island's residents alone determine their destiny. Japanese leaders have previously avoided publicly mentioning Taiwan when addressing potential conflicts, maintaining a “strategic ambiguity” also favoured by Tokyo’s main security ally, the United States.

However, China’s ruling Communist party says the incorporation of the island with the mainland China is “unavoidable”, and casts any opposition to it as escalatory. As it moves towards being capable of military annexation, China has also been increasing its political operations and its rhetoric towards the island.
