The US attorney for the eastern district of Virginia directly submitted the case to the grand jury this Thursday, as reported.
Federal prosecutors do not typically appear before such panels.
Halligan took over in the role recently after Donald Trump became frustrated with the pace of investigations against his rivals.
The move is the president’s latest effort to utilize the Department of Justice to penalize political rivals.
This occurs a fortnight following charges were filed against James Comey.
Long-serving lawyers drafted a memorandum for that matter outlining why charges were not warranted.
Comey denied the charges on Wednesday.
